A couple of weeks ago I came across these two statues by Frederick Wellington Ruckstull seated by the doors of the Appellate Court building at 26th St. and Madison Ave. On the left sits a scholar, a large book on his lap and the words: “Any law not based on WISDOM is a menace to the state.” On the right, a soldier with sword (?) on his knees and these words: “We must not use FORCE until just laws are defied.” More than a century ago these ideals were held strongly enough to proclaim in stone at the entrance to a courthouse.
